The National Medical Commission (NMC) recently issued an important clarification on 6 March 2026 regarding Foreign Medical Graduates (FMGs) who studied MBBS abroad. The update mainly focuses on students who attended online classes during the COVID-19 pandemic and how their training will be evaluated for medical practice in India.

Key Points From the NMC March 6 Clarification

 

1. Physical Compensation for Online Classes

If any portion of the MBBS program was conducted online, students must complete equivalent physical training at their university or an affiliated hospital.

For example:

If 6 months of classes were online, students must complete 6 months of onsite training to compensate.

This ensures that students gain the necessary clinical experience and practical skills required in medical education.

 

2. Course Duration Cannot Be Shortened

The NMC has clearly stated that universities cannot compress or shorten the course duration to adjust for compensation training.

If additional practical training is required, the overall duration of the course may increase to meet the required standards.

 

3. Compensation Certificate Is Mandatory

Students must obtain a compensation training certificate from their foreign university. This certificate should clearly mention:

Duration of online classes

Duration of physical compensation training

Confirmation that clinical training was completed physically

Without proper documentation, students may face difficulties during the registration process in India.

 

4. Verification by State Medical Councils

After returning to India, the State Medical Councils will verify:

University documents

Compensation training certificates

Proof of physical attendance

Only after successful verification can graduates proceed toward registration.

 

Common Misunderstandings About the New Rule

 

Myth 1: All FMGs Will Face Problems

This update does not affect every foreign medical graduate. Students who completed their entire MBBS offline with proper clinical training are unlikely to face major issues.

 

Myth 2: Online Classes Are Completely Banned

The rule does not completely ban online teaching. Instead, it emphasizes that clinical and practical medical training must be conducted physically.

If online teaching occurred earlier, it must simply be compensated with onsite training.

 

Myth 3: Students Must Repeat Their Entire MBBS

Students do not need to restart their degree. They only need to complete the required physical training equivalent to the time spent studying online.

 

Steps FMGs Must Still Follow to Practice in India

Even after meeting the above requirements, FMGs must complete the standard licensing process:

 

  1. Pass the Foreign Medical Graduate Examination (FMGE)
  2. Complete 1-year Compulsory Rotatory Medical Internship (CRMI) in India
  3. Obtain registration from a State Medical Council

 

These steps remain mandatory for all foreign medical graduates.
